If your computer has just started this the only thing that comes to mind is that the ATI device driver is failing and TS3 is not able to detect the video card. That gpu is NOT on the supported list (don't know why). It could be the video card itself is having trouble (very possible).

Run a test program like 3dmark and see what happens. I took a look at a few 4550 video cards and they had passive cooling with no fan. TS3 is working the card hard.

My first thought would be to try a replacement video card.
